Accreditation! is it a quality standard?


In India, all higher educational institutions are required to get there teaching courses (programmes) accreditated by a national organisation, namely National Board of Accreditation (NBA). Similarly the universities are mandated to obtain accreditation by another national organisation, namely National Assessment and Acreditation Council (NAAC).  

The accreditation is only to ensure whether the educational institution or the university meets the minimum prescribed standard. However it is misunderstood as a quality standard and hampering the further growth of the educational institutions.

The educational institutions are required to submit an elaborate report on a prescribed format prepared by the accreditating organisations. The institutions spend months and sometimes even years, fulfilling these requirements. However in many cases, these requirements are fulfilled only on paper and does not lead to the improvement in quality of the educational institutions. The following are the visible indicators of the fact: 

(a) The course content lies far behind the practical requirement of the industry.

(b) Despite the accreditation, many institutions are found actually lacking in fulfilling the basic requirements of land, instructional area, qualified faculty, laboratory facilities and library.

(c) Some Deemed Universities are accreditated and authorised to award PG and Ph D Degrees. However many such institutions have a few qualified regular faculty on the rolls and seriously lack in the laboratory infrastructure.

(d) None of the so called top ranking institutions and universities in India come even near to the world standards and ranking

US National Science Foundation model of university-industry cooperation


I recently came across an interesting programme conducted by the US national Science Foundation to promote research cooperation between industry and university.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The centers are catalyzed by a small investment from the National Science Foundation (NSF) and are primarily supported by industry center members, with NSF taking a supporting role in the development and evolution of the center. Each center is established to conduct research that is of interest to both the industry members and the center faculty. An I/UCRC contributes to the Nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education.  As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

This is a model that could be emulated by Indian universities.

Body shopping in higher education


The media reports show that there is a spate of higher educational institutions in India (engineering, management) signing bipartite agreements with the foreign universities; mostly with those not known for high academic standing. Why this sudden increase in the Indian institutions? Does it help improve the academic standard of   higher educational institutions in India?? I feel curious.

One thing is sure, the academic standard will improve only if the components of research and mutual faculty exchange are involved in such agreements. However the fulfillment of academic term by the students at Indian and foreign campus is prominently highlighted.  Who pays for the cost? Parents obviously!

A word of caution for the students and parents: Check the academic standing of the foreign institutions, before you pay through the nose.

Industry stint for teachers: Will that solve the problem

The Maharashtra State (India)  minister for higher and technical education Rajesh Tope on Thursday said the industry experience will be compulsory for teachers in all government run technical institutions. Changes would be made accordingly in the recruitment rules for teachers. The Minister added:  “When an individual completes his/her graduation, he/she starts teaching immediately in institutions. If the teacher has some work experience in an industry, it would benefit the students and the faculty as well”. Yes! The standard of higher education has gone down. However, it is doubtful whether sending teachers to the industry will solve the problem. Having worked 36 years in the industry, research and teaching, I have got some idea of the problem. To be specific, the quality of teaching, especially in engineering, has gone down due to the following reasons:

(a) Lack of research in the educational institutions: It should be appreciated that the teacher engaged in research shall definitely become a good teacher in that subject. This is unlike the universities in US and other countries, where majority of the industry-oriented research is carried out in the Universities.

(b) Lack of competence: It is generally observed that individuals go for teaching, when they do not get other jobs. Teaching requires devotion. An individual will do well in teaching only when he likes it. 

(c) Inadequate remuneration: The remunerations in the educational institutions are poor in comparison to the industry. 

Understanding an industry takes years. Sending a teacher to industry for few months will serve no purpose. It will not add any value to the teaching. 

As Abraham Lincoln once said, "Anything that you understand, you are able to explain". That is the problem with many teachers. They are poor at teaching because they do not understand the subject. Quite unfortunate indeed, but that is the reality. That problem is not going to be solved, visiting an industry for few months. We need to understand, students go to college to learn academics. Whole life is ahead to obtain industrial experience. However they will not be able to relate with the industrial experience, if they remain poor at fundamentals.

Parents choose proper engineering college


 

As a Principal of an engineering college I met number of parents, especially while seeking admission for their ward, asking about which engineering college or engineering branch will be good. Here are some tips.

     Choosing a College: 
(a)Read the information given in the brochure provided by the Director technical Education (DTE) and also that provided by the college

(b)Go to the website(s) of the college and click on the “Compulsory Disclosure” and read the information carefully. If the college has not disclosed the proper information, report to DTE

(c) Ensure that the college/society does not run any unauthorised courses.

(d) Go through all 'Heads' displayed in the website

(e) It is necessary to visit the concerned college and the department where you intend to seek the admission. Look for the following information:

(i) College management and their track record

(ii) College principal and his reputation

(iii) Department head, his/her reputation, number of faculty and their qualification, teaching experience. As per the current AICTE norms, the engineering colleges are required to maintain 1:2:6 ratio among Professors:Associate Professors:Assistant Professors. Note how many faculty have Ph. D.

(iv) Department laboratories, equipment

(v) Research currently undergoing in the Department and the involvement of faculty members and students in therein. This is important, as the
        quality of teaching is almost proportional to the quality of research.

(vi) Research papers published by the faculty in the international journals. national events organised by the College for students and the professionals

(vii) University Results and consistency: Students in the university merit list (first ten) for last three years. 

(viii) College fees: should be proportional to the reputation

Pitfalls:
The following aspects speak good of an educational institution, however choosing an institution only on any one or two of these, ignoring the points given above, could be a pitfall: 

(a) The college building and surroundings are highly impressive (Take a look at the college laboratories, class rooms and toilets)
(b) The College name figures many times in the news channels
(c) The college organises mega events (organising a mega social, sports or competition event, with budget more than INR 5 million, takes nearly 4-5 months organisational work by the college faculty and staff, which is likely to cause negligence towards academics)

Engineering Branch: 

All engineering branches are good. The branch should be chosen without any gender bias. 
In order to secure good job, it necessary that your ward secures First Division, consistently. All reputed companies look for consistency in the academic performance.

Seek admission for your ward, once you are satisfied with these aspects.

India: Union cabinet clears foreign universities bill

The Union Cabinet: India on 15 march 2010 cleared the Foreign Educational Institutions (Regulation of Entry and Operation) Bill, 2010, for introduction in Parliament. It seeks to allow foreign education providers to set up campuses in the country and offer degrees.

Human Resource Development Minister Kapil Sibal said: “This is a milestone which will enhance choices, increase competition and benchmark quality. A larger revolution than even in the telecom sector awaits us.”


The Foreign Universities Bill, 2010, has been pending for the last four years owing to opposition from various quarters, including the Left parties, over certain provisions. Last year, it was referred to a Committee of Secretaries, which brought modifications to certain provisions.


The Bill was approved by the Cabinet, presided over by Prime Minister, Manmohan Singh, without any change. It prescribes an eight-month, time-bound format for granting approval to foreign educational institutions to set up campuses. They will go through different levels of registration process during this period. Finally, they will be registered with the University Grants Commission or any other regulatory body to be put in place that will scrutinise the proposals of the aspiring institution as per India's priorities and advise the government whether to allow it to operate in India.


Though 100 per cent foreign direct investment through the automatic route is permitted in the education sector since 2000, the legal structure does not allow granting of degrees by foreign educational institutions here.


Three other reform bills, slated to be taken up in the Cabinet, were deferred to the next meeting. These are the Prohibition of Unfair Practices in Technical, Medical Educational Institutions and Universities Bill, the Educational Tribunal Bill and the National Accreditation Authority Bill. A Group of Ministers has already cleared the Bills.


Higher educational institutions, including IITs and IIMs, today hailed the government's go ahead for a bill to allow entry of foreign education providers in India and sought to allay any threat posed by the institutions from abroad.


Four years ago, when India first flirted with the idea of opening its doors to foreign universities, optimists said Harvard, Yale and Oxford would line up to get in. Now it seems few big-tags are interested in investing in India, although, Imperial College, Duke College, Georgia Tech and Schulich School of Business (York University) — are among those who have so far met senior officials in the HRD ministry and spoken of setting up a full-fledged campus.


One thing is for sure, the foreign universities in India shall initiate a competition among educational institutions, give boost to the research activity in the universities. These universities will also be able to offer attractive pay package to the faculty to attract good candidates.


The establishment of foreign university campuses in India shall provide an option to the students going to foreign countries in large numbers to obtain higher degrees.


This Bill along with the three other related Bills (mentioned as above) will be an effective package after the approval of the Parliament.


As whole, it appears to be a good move. Three cheers to the HRD Minister !

Higher education reforms: autonomous colleges

The Indian government is thinking of freeing colleges from universities and letting them run their own show. This was announced by human resource development (HRD) minister Kapil Sibal during his meeting with principal secretaries and secretaries of higher education from the states.

In order to become independent, colleges will first have to excel in many areas. Should they improve further, they could be allowed to become universities.

The Centre plans to create a three-tier system of affiliated colleges, autonomous colleges and universities. Their standards will be judged through an accreditation system formulated by the States so that students know the quality and resources of institute they attend. That would introduce competition among the educational institutions.

The government wants to regulate the fees and the admission process in private and unaided colleges and create a regulatory mechanism to prevent the business of capitation fees. States have also been asked for ideas on how to insulate the selection of vice-chancellors from politics.

A three-month deadline has been set for the education secretaries to prepare a vision document on the targets to be achieved in higher education by 2020. That must contain the state's targets for higher education till 2020, details of the current conditions, the number of universities and colleges, what the state thinks of their quality and a plan to increase Gross Enrollment Ratio (GER) in higher education. The document will help the government plug loopholes, boost the sector and set benchmarks for 2020.

The government has ambitious plans for enrollment. It plans to bring a 5% increase in GER by the end of the 11th Plan and raise it to the global average of 30% by 2020. The states were also pulled up for pinching pennies on the education. According to the Ministry, the Centre's education spend, as a percentage of GDP, has increased to 0.91% in 2009 from 0.53% in 2000-01, while the states' spend has declined from 3.76% to 2.73%.

Brain drain

Over 2.64 lakh students, who have gone abroad for studies, are spending approximately USD 5.5 billion (about Rs 27,000 crore) every year, Lok Sabha (Parliament of India) was informed. Most of the students who go abroad for higher education, seek jobs in the foreign country, resulting in a permanent loss of talent for the country.

This huge outflow of money and the brain can be at least partly reduced if the universities and the technical institutions in India deliver what their foreign counterparts do.

It is essential that conducive atmosphere is created in India so that the reputed foreign universities come here. The entry of foreign institutions in the higher education shall generate healthy competition and help improving the quality of education as a whole.

Deemed universities: bad examples

The UGC was perhaps prompted to increase the controls looking at the bad examples of the deemed universities in the country. The practices commonly observed in some badly managed deemed universities in the country are as follows:
- stage-managed written tests
- heavy donations
- gross lack of faculty. For example, the university awards Ph D but does not have adequate faculty with doctoral degree in its institutions.
- poor quality teaching
- rampant corruption in the system of examination and evaluation
- siphoning of money collected through fees towards non-academic activities
- absence of research by the faculty and lack of research facilities

The Maharashtra Governor S C Jamir—as the chancellor of state universities—has called for a systemic overhaul in the appointment process of university vice-chancellors. Instead of a selection process he described as "politicized'', Jamir recommended that a group of eminent academicians must select vice-chancellors. The Governor was in Chandrapur on, 19 Jan 2009, Monday to inaugurate a state level principals' forum.

The quality of governance of many educational institutions in the state is a cause for concern. In many states, university appointments, including that of V-Cs, have been politicized.

Currently, a university vice-chancellor is appointed by the chan
cellor on recommendations of a committee consisting of representatives from the government, from the university academic council and management council, among others.

When the scholars choose the vice-chancellor, universities would see a qualitative difference in their functioning. We do not have a dearth of talented people for the posts in our uni
versities. To ensure that we get the best persons to run our universities, it is necessary to take a re-look at the composition of the appointment committee.

There are growing concerns about the large number of teaching faculty positions that remain vacant in the universities
and colleges. This has considerably paralysed some of our reputed institutions. The recommendations of the Sixth Pay Commission have made teaching more attractive, offering good pay scales to the teachers. If the young and bright minds are to be attracted to join the profession, enough opportunities should be made available for growth. One of the reasons for the vacant teaching positions in the higher educational institutions is the perpetual reservations. When the teachers are not available in the "reserved" category, the vacancy should become "open" after certain time period. The qualified teachers draw job satisfaction, when teaching is accompanied by the research (as in IITs). Therefore research funding for the universities need to be increased substantially.

Stanford University to Create Green Energy Research Institute:

The Stanford University is establishing a research institute to focus on energy issues and work toward development of more affordable and efficient ways to capture the power of the sun and store, deliver and use energy, in addition to reducing greenhouse gas (GHG) emissions. The proposed investment is US $100 million


The University President John Hennessy announced the launch of the Precourt Institute of Energy. The three lead donors whose contributions are financing the creation of the institute are Stanford alumni. Energy executive, Jay Precourt, the namesake of the new institute, donated US $50 million and the University trustee and managing partner of Farallon Capital Management, Thomas Steyer and spouse Kat Taylor gave US $40 million.

The balance was contributed by Douglas Kimmelman, senior partner of Energy Capital Partners, Michael Ruffatto, president of North American Power Group Ltd. and the Schmidt Family Foundation. The institute will work on the university's Global Climate and Energy Project.


Lynn Orr has been named the director of the new institute. A professor in energy resources engineering, he previously was director of Stanford's Global Climate and Energy Project.

Contending that the government has laid down the foundation to foster research, Prime Minister Manmohan Singh asked scientists to promote younger talent and strengthen leadership in universities and research institutions.

"The best science is done by young people. Our institutions must be receptive to the needs of the young people. They must promote younger talent and allow youth to lead," he said inaugurating the 96th Indian Science Congress at the picturesque North Eastern Hill University campus in Shillong.

Singh said the government can at best ease the supply side constraints on teaching and research and the demand side stimulus must come from institutions and the industry.

"India is lagging behind not just developed western nations, but also the newly industrialising economies of Asia," Singh said adding that while the government is doing its bit to ensure quantitative development, the leadership for qualitative development must come from the scientific community.

"Our universities must do more to foster a research environment. We need strengthening of institutional leadership in universities and research institutions," the Prime Minister said.

Seniority and age may be relevant in the bureaucratic system, but scientific institutions must be led by intellectual leaders, irrespective of age, he said. Singh asked the industry to invest more in R and D and boost the demand for science and technology graduates and researchers.

Promoting quality in engineering education:

The institutions for undergraduate engineering education in the country registered outstanding growth, in terms of number, in the past few years. The statistics show that the number of students who joined engineering courses increased from 2.1 lakh in the year 2000-01 to 5.1 lakh in the year 2005-06, an almost 2.5 fold increase. The FICCI report on manpower predicts a shortfall of 5 lakh engineers by the year 2012, which means there is still scope for further growth.

The higher education is back in focus again, with the prime minister announcing plans to create 30 top-class universities, one in each of the 18 states that do not at present have a central university. The government aims to increase the enrolment rate from the estimated 10 per cent of the population by the end of the Tenth Plan (2007) to 15 per cent by the end of the Eleventh Plan (2011/12). This will still be way behind the world average of 23 per cent enrolment. We have, of course, come a long way from the 1950s, when the enrolment rate in higher education was a mere 0.7 per cent. It would be an extremely difficult level to reach the current world average of 23 per cent unless there is a more widespread preference among ordinary people for higher education. If the government is serious about achieving the PM's ambitious plans to create 30 top-class universities, it would have to spend a huge sum. So far the government has not come out with details about how it proposes to finance such an expansion, but it is very likely that we shall see a further increase in the education cess. There is a good case for more private investment in the education. It is time the corporate giants enter into education and build institutions of excellence. Moreover there is going to be a huge demand for highly trained teachers. The University Grants Commission will have to consider this aspect. A concrete policy will have to be put in place to attract talented individuals in the teaching profession. One of the media for change would be to create incentives for Indian students that often leave India to pursue graduate studies in the US, Canada, UK for example, to return to India upon completion of their PhD's and seek professorships with Indian institutions. The present salary structure and the lack of funding for research are the biggest de-motivating factors.

The University Grants Commission (UGC) has correctly identified two areas of concern: infrastructure and quality of faculty. The UGC currently supports 6,000 colleges out of 14,000 that are eligible to receive grants and 167 varsities out of the 378 existing in the country. This would mean that the quality of education and infrastructure in the rest of the colleges and varsities would have to be upgraded to meet UGC norms of quality assessment and control so that they qualify for grants. The UGC certainly has a big job on its hands, if it has to ensure the upgradation of existing infrastructure as well as the increased enrolment to meet the Eleventh Plan targets.

The number of students opting for the postgraduate (M. E./ M. Tech., Ph. D.) courses in engineering has hardly shown any growth. Only about 5% of the engineering graduates continue to complete M. Tech. and of those only 3% pursue Ph. D. studies. The number of engineering colleges conducting postgraduate courses is few. It is felt that whilst the undergraduate engineering syllabi should be oriented towards fulfilling the requirement of the industry, those for postgraduate courses should aim to train students to become good teachers and researchers. The policy makers are worried about the trend. The problem will not be solved by blaming the private managements alone. An overall view is required, which includes university policies.

In the first place, let us examine where India stands in comparison to its nearest competitor, the other Asian tiger, China. According to the UNESCO's Science Report 2005, China's global share of the gross expenditure on R&D doubled from 4% to 9%, between 1997 and 2002, as against that of India's 2.5% in 2000. India contributes only 2.1% of the total number of scientific researchers and a paltry 1.9% of the scientific publications globally, as against China's contribution of 14.7% and 4.1% in the respective fields. The statistics reveal a lack of effort towards the indigenous scientific development. While India has institutions of excellence such as the IISc, IITs and IIMs, the performance of the average Indian university in turning out students of quality leaves a lot to be desired. The universities in India lag in research, barring some exceptions. It is difficult to imagine India as a developed country without the well developed higher education system.

Our search for the cause should begin from the structure and the content of the engineering courses and the functioning of various fora which decide on the academic policies of the University. Although these aspects are governed by the University Act enacted by the respective state governments, there are certain common features. The Boards of Study (BOS), update the syllabi periodically. An ideal engineering syllabus should be dynamic, i.e. it should get continuously updated to take into account the changing requirement of the industry. The university syllabi are revised every five years and in most cases these revisions are only marginal. There is almost a total lack of industry participation in the syllabi revision. That is because the spheres of working of the academic institutions and the industry are practically isolated from each other, unlike some developed countries where most of the industrial developments are a result of the research carried out in the academic institutions. The industry participation in the academic development in those countries is primarily due to this inter-dependence. All the university fora like the boards of study, faculty, academic and management councils and others draw members through the process of election, which is a good democratic practice. Presently the criteria qualifying the individual for contesting these elections is mainly the number of years teaching experience. There is a need to have some additional criteria based on the academic achievements, as required for the nature of the work the member will be called upon to perform in these fora.

The principal aim of all PG programmes, namely postgraduate and doctoral studies is to train the student to carry out teaching and independent research. The research means achieving excellence in the field of study. The quality in engineering education is synonymous to the quality in teaching and research by the faculty and the students. The goal can be fulfilled only when there is total commitment of the management of the private institution towards research. Conducting research is quite different from running undergraduate programmes. The teachers will have to be engaged in sustained research, besides conducting the routine theory and practical classes. The institution may have to recruit highly qualified and experienced faculty, at senior levels, for the purpose. Thus the present, AICTE fixed, minimum students-to-teacher ratio of 15:1 may have to be improved.

One of the reasons why institutions like IITs and IISc are successful carrying out sustained research activity is the kind academic culture cultivated over a period of time. In these institutions, it is quite normal to see faculty working in the Department 18-20 hours a day. The quality of the faculty will have to be ensured at the time of selection. When a right individual selected is put in the right place, half of the job is done and the remaining is ensured.

The faculty should be encouraged to constantly interact with the industry. The teaching hours may have to be suitably adjusted, based on the nature of interaction. Whilst it is true that the success in research in engineering should be judged by its application in the industry, the requirement of industry needs to be shaped into appropriate academic research projects. Besides, the delivery of results will have to be done in a time-bound manner, as always required by the industry. The industry should get involved in the engineering education, in their own interest. Good quality engineers shall contribute to the growth of the industry. To illustrate, let us take the example of IT industry. A giant in the IT industry in India today employs engineers to the tune of 50,000. It is also true that substantial amount is spent on the research. However it does not get reflected in the number of patents or even the products developed by these companies. Compare it with the performance of Intel, employing just around 4000 engineers.

The investment on infrastructure, laboratory equipment and setups will also be required at the college level. At present, the main agency providing financial support to research projects is the All India Council for Technical Education (AICTE), New Delhi. The allotment of funds and continuous monitoring of the progress of the research projects will be done in a better manner, if the funds are made available through the University. The main source of funding for the privately managed institutions is the tuition fees collected from the students. The infrastructure development requires huge investments, for which the educational institutions may be provided with soft loans. Like the industry, the idea of setting up Educational Development Bank may be considered. Substantial funds can also result from sustained testing, training and consultancy activity.

The fact remains that over 1,20,000 students leave India to study overseas every year and a majority of them are engineering students. This leads to an annual outflow of $ 4 billion. Improving the quality and standards of higher education will encourage more students to explore options of higher learning within the country, and that, ultimately, should be the final aim of the government.
